Incorrect string value error for special characters in customer addresses

I have a sync package that sends Quickbooks Online customers into a MySQL database. I am seeing sync errors for two customers where there are special characters in their addresses. I am wondering if there is a way these kinds of special characters can be handled without errors. 

One case is a City name: "Saint-André" and the error is "Incorrect string value: '\xE9' for column 'BillAddr_City' at row 1"

The other is a street name in Germany "Friedrich-Ebert-Straße" and the error is "Incorrect string value: '\xDFe 49' for column 'BillAddr_Line1' at row 1"
