Marketing Cloud unable to connect

Hi there, I'm trying to set up a connection with Marketing Cloud using OAuth 2.0 authentication, but whenever i sign in as my Admin user, i get the following error; 

 

Unable%20to%20complete%20request%20because%20the%20app%20is%20not%20installed%20into%20this%20account%20or%20the%20user%20is%20not%20licensed%20for%20this%20package.%20Contact%20your%20Marketing%20Cloud%20admin%20to%20install%20the%20app%20or%20license%20the%20user.

 

I'm wondering if anyone knows what's causing the issue...I thought I might need to create an Installed Package in SFMC and license it to the user i'm signing in as, but that doesn't seem to be working either. Can anyone provide next steps?
